TikTok's Minimum Budgets, Exactly
TikTok's own help center sets the floors at two levels. A campaign budget, daily or lifetime, must exceed $50. An ad group's daily budget must exceed $20. An ad group on a lifetime budget has to cover $20 for every scheduled day, so TikTok's own example of a 31-day ad group needs at least $620.
You will still find guides quoting a $500 minimum campaign spend. That figure comes from older write-ups of TikTok's ad offering (Influencer Marketing Hub's TikTok ads cost article, last updated June 2024, still carries it). Ads Manager does not enforce it today, but it is a sensible number to keep in mind for a different reason: below a few hundred dollars, most campaigns never collect enough conversions to leave the learning phase.

TikTok's ad group floor alone is four times the daily floor on Snapchat or Reddit. That matters most for small tests: three ad groups at the minimum is $60 a day before a single impression is bought at a price you chose.
How the Auction Turns a Budget Into Impressions
Everything TikTok sells through Ads Manager is auction-priced. You choose an objective, TikTok picks what it bills you for, and your bid strategy decides how hard it spends. The billing events buyers see most often are:
- CPM, cost per 1,000 impressions. Used for reach and awareness. You pay whenever the ad is served, watched or not.
- oCPM, optimized CPM. Still billed per impression, but TikTok aims delivery at people likely to take your chosen action (install, sign-up, purchase), so each impression costs more.
- CPC, cost per click. Used for traffic objectives.
- CPV, cost per view, counted at 6 seconds of play. Used for video-view objectives.
On top of the billing event you pick a delivery strategy. Maximum delivery (lowest cost) spends the whole budget and lets the price float. A cost cap asks TikTok to hold your average cost per result near a target, and a bid cap sets a hard ceiling on each auction. Caps protect your unit cost but can leave budget unspent if the cap sits under the market, which is the most common reason a new account "can't spend."
What Pushes the Price Up
- Objective depth. Awareness buys the cheapest impressions. Conversion and app-install objectives narrow the pool TikTok is willing to show you to, so each impression costs more even when the cost per result is better.
- Audience size and category. Broad targeting is cheap. Narrow custom or lookalike audiences in finance, betting, mobile games and ecommerce put you in the same auctions as the biggest spenders in those categories.
- Season. Q4 is the most expensive stretch of the year on every paid social platform. Retail budgets flood the auction from late October through the holidays.
- Thin pixel data. A new pixel or Events API connection with little history gives the optimizer less to work with, and the learning phase costs more than steady state.

Formats That Skip the Self-Serve Floor

Two things fall out of the math. First, at a $15 CPM a floor test buys fewer than 50,000 impressions, which is thin for any conversion objective. Second, every row excludes creative. Each concept needs a video built for TikTok's feed, and the scaled month needs fresh ones as the first batch tires. For many brands, creative is a larger line than the first month of media.
Working Back From What a Customer Is Worth
The better way to size a TikTok budget is backwards: decide what you can pay for a customer, estimate your conversion rate from impression to customer, and the maximum CPM you can afford falls out. Keep budget in TikTok Ads Manager for jobs an organic placement cannot do: retargeting people who already visited your site or app, optimizing toward a pixel event such as a purchase or install, and flights that must run between fixed dates at a fixed spend.
